Competency
You, as the owner of the business or the designated 'Responsible Person', are legally responsible to fulfil the duty of care towards ANY person on your premises be they workforce, visitors or even trespassers.
Competency is not an easy thing to PROVE. You may have it, but can you stand up in court and say why you have it? Twenty years experience in health and safety does not automatically give you the necessary competence to carry out a fire risk assessment. Familiarity with a premises may, indeed, count against you. You may have lost the objective viewpoint of a third party.
